Hurricane Protection Built for Clearwater Homes
Clearwater is really two places when a storm is coming. There is the barrier island side, Clearwater Beach, Sand Key and Island Estates, where homes and condos sit a few feet above the Gulf and take the first hit from wind and surge. Then there is the mainland, from Harbor Oaks and Old Clearwater Bay out to Countryside, where the risk is less about water and more about wind driven debris breaking a window and pressurizing the house from the inside. Hurricane Helene showed both sides in 2024, pushing surge across the beach and into streets that had not flooded in decades, and Milton followed two weeks later with wind and tornado damage well inland.
West Shore Construction has been protecting Clearwater homes since 1985 from our office on East Bay Drive in Largo, about fifteen minutes away. We install impact windows, hurricane shutters, motorized hurricane screens and hurricane fabric, and we handle remodeling when a storm, an insurance requirement or a new owner makes it time for a larger project. This page walks through each option and what matters for Clearwater specifically.
- Pinellas County Wind & Code Realities
What Makes Clearwater Different
- Florida Building Code Compliance
All of Pinellas County falls inside Florida’s wind borne debris region, which means new and replacement windows and doors need to be impact rated or covered by an approved protection system. Design wind speeds across Clearwater generally fall in the 140 to 150 mph range, and your exact number depends on your address. We confirm it before we quote so the product you buy is the product the permit will accept.
- Beach Condos & Historic Mainland Homes
Beach properties add a second layer. Many condos on Clearwater Beach and Sand Key have association rules on what can be mounted to the building, what color frames must be and who can do the work. Salt air also shortens the life of hardware, so we lean toward systems with sealed tracks and corrosion resistant fasteners on anything within sight of the water. On the mainland, older block homes in neighborhoods like Harbor Oaks, one of the city’s earliest subdivisions, often have original window openings that are not a standard size, which is something we plan for rather than discover on install day.

Impact Windows for Clearwater Homes
Impact windows are the protection you never have to put up. The glass is laminated, so if debris strikes it the pane cracks but stays in the frame and the house stays sealed. For Clearwater homeowners who travel during storm season, or who simply do not want to be on a ladder in September, that is the main draw. They also cut outside noise, which people on busy corridors like Gulf to Bay and McMullen Booth notice right away, and they block most UV so floors and furniture fade less. You can see the full range on our impact windows page.
Hurricane Shutters
Shutters remain the most practical choice for a lot of Clearwater homes, especially where replacing every window is not in the plan yet. Motorized rolling shutters close with a switch or a phone app and double as security and shade the rest of the year. Accordion, Bahama and storm panel systems cost less and still meet code when installed correctly. For waterfront homes on the Intracoastal we often recommend motorized rolling shutters on the Gulf facing side and a lower cost system elsewhere. Our hurricane shutters page covers every style we install.
Motorized Hurricane Screens
Lanais, pool cages and large sliding door openings are common across Clearwater, and they are where screens shine. A motorized hurricane screen rolls down from a hidden housing and locks into side tracks, rated to stop debris while still letting light through. Most days it works as a sun and bug screen, which makes the lanai usable in August. When a storm is in the forecast it is one button. We install Magnatrack systems among others, and you can read more on our motorized hurricane screens page.
Hurricane Fabric
Hurricane fabric is the lightest and most affordable way to cover large or oddly shaped openings. It is a high strength woven panel, such as astroGuard, that attaches to permanent anchor points and stretches tight across the opening. It stores rolled up in a closet, one person can usually hang it, and it lets daylight in once it is up, which matters if you ride out a storm at home. For second floor windows on Clearwater’s taller homes, it avoids the weight of metal panels. See our hurricane fabric page for details.
Remodeling in Clearwater
After Helene and Milton, a lot of Clearwater homeowners are dealing with more than windows. Water intrusion, damaged drywall, kitchens and baths that need to be rebuilt, or a home that finally needs the update it has been waiting on. As a state certified building contractor, West Shore handles whole home, kitchen and bathroom remodeling, often in the same project as the hurricane protection so you are only disrupted once. If your home sits in a flood zone, remodeling costs are measured against the value of the structure under the FEMA substantial improvement rule, and Clearwater’s building department reviews that closely. We help you understand where your project lands before work starts. Learn more about whole home remodeling, kitchens and bathrooms.
- Getting It Paid For
Grants, Insurance Credits and Getting It Paid For
Florida insurers are required to offer premium discounts for wind mitigation features, and opening protection is one of the credits that moves the number most. Once your windows and doors are protected, a new wind mitigation inspection documents it for your carrier. West Shore is an eligible contractor for the My Safe Florida Home program, which provides matching grants to qualifying homesteaded homeowners for impact windows, doors and other upgrades. We also offer financing for projects that make more sense spread out.

- FAQ
Frequently Asked Questions About Hurricane Protection in Clearwater
Do I need impact windows in Clearwater, or are shutters enough?
Either can meet code. Clearwater is in Florida’s wind borne debris region, so windows need to be impact rated or protected by an approved shutter, screen or fabric system. The right choice depends on your budget, whether you are home during storms and how much you value never having to deploy anything.
Can you install hurricane protection on a Clearwater Beach condo?
Yes, as long as the association approves it. Many beach condos have rules on color, style and mounting. We work with the board or management company to get the product approved before installation.
How long does a permit take in Clearwater?
It varies with the city’s workload and the scope of the job. We handle the application and inspections, and we will give you a realistic timeline at your estimate.
